Specialised technical committees

Specialised technical committees were established to deal with a number of key areas. Nothing was fixed in terms of representation and distribution of positions on these committees. Rather, members were appointed according to their expertise. The most important committees were:

Finance: Tasked with assisting the Steering Council in mobilising the movement’s financial resources and accountability for the same.

Communications and Public Relations: Tasked with designing an effective communication strategy to provide speedy, accurate responses to questions or issues raised by the public about the review process and explain the initiative’s position on key issues. Also responsible for advising the movement generally and the Steering Council in particular on the suitability of promotional material, press statements and releases, and other written communications.

Constitutional and Legal Affairs: The movement’s legal think-tank, this committee offered advice on how to adhere to the consensus achieved during the Bomas and Safari Park negotiations, essential principles of which were contained in the 1997 Review Act. Also provided alternative analysis of the law that was instrumental in information politics.

Civic Education: Tasked with reaching out to Kenyans to rally them behind the review process, this committee worked closely with the PCK. Facilitated nationwide awareness raising in a coordinated and collaborative manner and ensured ordinary Kenyans’ meaningful, effective, and efficient participation in the review process.

Public Mobilisations: Tasked with mobilising public support for the Ufungamano Initiative’s review process. Responsible for logistical preparations for public events, such as meetings, rallies, and tours of both the Steering Council and the PCK. Also assisted the Steering Council in developing a strategy for coordinating the participation of various communities in the review process.

Parliamentary and Political Affairs: Tasked with mobilising political actors to support the review process, this committee worked closely with the Legal and Constitutional Affairs Committee to carry out regular reviews of the political environment and advised the Steering Council on evolving political trends and their potential impact on the review process. Also liaised with political parties to ensure effective communication and representation of the Ufungamano Initiative’s position in political debates.
